And he has called for the immediate closure of borders insisting nothing can remain the same after the slaughter on the run up to the festive holiday season.
Mr Orbán spoke out following the deaths of 12 people and the injuring of 48 others in Berlin last week.
And he told HUngarian Veszprém online news site nothing will ever be the same and that the EU and leading politicians are refusing to listen to the people of Europe who are supportive of ending the free movement of people.

Mr Orban built a fence to keep asylum seekers out.
It is unprecedented that in the heart of Europe, Christians were murdered at Christmas.

He said: “It is unprecedented that in the heart of Europe, Christians were murdered at Christmas.
“It’s clear that, in the case of migration, nothing can remain the way it was before.
“Brussels needs to change, migrants who entered Europe illegally must be deported, the borders need to be protected and the inflow of migrants has to be eliminated.”
Theresa May and Viktor Orban met earlier this year.
The Hungarian PM says he’s predicting a year of revolt after US president-elect Donald Trump takes office.
And he says Hungary is becoming safer because he chose to consult his own people in a referendum.
The referendum, which voted 98 per cent in favour of curbing migration, was held on October 2.
However despite the shocking result with 3,362,224 people voting overwhelmingly to curb the EU’s migrant quotas to 56,163 voting against – is not legally binding due to voter apathy.
The border fence has apparently had an effect on illegal immigration.
Just 44 per cent of the electorate turned out to vote out of 8,272, 625.
In 2015, the Hungarian Government which is in its third term built a 13ft 109 mile long wire concertina fence on the border Serbia to keep illegal migrants from crossing into the country.
It also built a fence along the 216 mi border with Croatia and threatened to do the same with Romania.
However since clamping down on its own borders Hungary has seen a significant drop in reported migration.
Mr Orban is a close confident of Mr Putin.
Its highest month was September 2015 when 138,396 people were recorded as illegal immigrants.
That dropped to 152 in September 2016.
Mr Orbán added: “Rebellion actually took place in the world’s two model democracies.
“A year ago no one would have believed that the UK would withdraw from the European Union (EU), or that Americans would reject the Clinton clan.
A Migrant is helped to wash tear gas from his eyes after clashes with Hungarian police at the Horgos border.
“Hungary is a stable island in the turbulent western world because the people were consulted on their opinions here, and we defended the country against illegal immigration.
“This will continue in 2017, which will be the year of revolt for European democracy.
“In many cities in Western Europe people now have no peace of mind, crimes against women rapidly multiply and the terror threat skyrockets.
“This shakes the confidence and self-esteem of the Western world. The economic slowdown, crime, terrorism, migration, indecision and insincere speech all adds up, and Western leaders won’t provide the answers.”
